Yearly assessment:
Please note that all Horse Ranch owners are required to pay dues to two separate HOAs each year – two separate payments through different portals: (1) to our Horse Ranch HOA, and (2) to Snowmass HOA. These two payments are required by our Declarations of Covenants, Conditions & Restrictions (CC&Rs), detailed below under the tab All Legal Documents.
1. Horse Ranch HOA: $500. This is us!
(Approved at Annual Meeting: Our treasurer reported that we need to augment our capital improvements fund to prepare for fire mitigation measures on HOA common grounds (approx. 20 acres), for tack barn maintenance & roofing, and for eventual asphalting of our circles.) Annual assessment of dues is invoiced directly to owners at the beginning of each calendar year via email notices from our bookkeeper.
2. Snowmass HOA: $200. This payment will be billed via email from The Romero Group.
Insurance:
State Farm Residential Community Assn. Policy (1/1/2026 – 1/1/2027)
Liability: $2 million; D & O: $5 million.

Reminders:
1. Planning a Remodel or other exterior changes? Be advised: any and all exterior changes, either to your house or your landscaping, require a fee-based review process by Horse Ranch HOA’s design-review committee.
Please see the revised protocol page (a step-by-step guide), listed under the tab titled “Planning a House-Remodel…” Details of the process, along with Policies & Guidelines, are located within that tab.
2) Rental of Houses: Horse Ranch allows only two (2) short-term rentals of HR properties per year, defined as 7-30 day periods (no less than 7 days); unlimited long-term rentals (over 30 days each) are allowed. All rentals must be registered on the HR HOA’s form and pay a $200 registration fee. TOSV requires a short-term rental permit, a business license and the monthly payment of taxes. See below under the Renting Your House tab.
3) Exterior Lights: Snowmass Village (TOSV) has tightened their dark sky policy: all exterior lights must be off by 10pm. This includes holiday tree illumination, now limited to Nov. 15th to Jan. 31st.
4) Issues that are not handled by our Property Manager: speeding, on-street parking, noise, animal issues (wild or domestic), thistles, plowing. See the FAQ section below for details on whom to contact.
Our wild neighbors:
Planning a House-Remodel or Landscape Change?
If you want to change the exterior of your house or change your landscaping, we have posted a step-by-step protocol page right here, titled “New Horse Ranch Design Protocol.” This tells you that any and all exterior changes, either to your house or your landscaping, will require a fee-based review process of project plans, presented first to Horse Ranch HOA (HR HOA), and then to the Snowmass Design Review Committee (SHOA’s DRC). Two sets of design guidelines are posted here also – these are rules that your architect/general contractor must follow.

Renting Out Your House
You may certainly rent out your house if you’ll be away, but you’re limited to only 2 short-term rentals a year – we want to keep an overall sense of community in our neighborhood of single-family homes, after all. Longer, 30+ day rentals are not limited, but still need to be registered. Just fill out the form so our manager knows who to contact if there’s an issue – and pay the $200 registration fee per rental. Details & form are linked below.

What are the HOA and Town rules on parking on our streets?
PUBLIC ROADS: For owners who live on Horse Ranch Drive, Branding Lane, Spur Ridge Lane, Bridle Path Lane and Saddleback Lane (all the streets that are not circles) – these are public roads and therefore belong to the Town (TOSV). Therefore, TOSV prohibits parking on any of them, even for your service workers – you must allow your employees to park in your own driveway. TOSV plows them in the winter months and maintains them year-round. Any complaints or issues with parking there should be directed to TOSV.
CIRCLES: all three circles belong to our HOA. All 3 get used by the shuttle bus service and by the school buses – and our plowing service does snow removal on snow days. Therefore, you may not EVER park on the circles overnight, nor for extended amounts of time. In understanding the limitations of sharing the circles among 4-5 homeowners, your subcontractors, like hot tub maintenance, mowing service vehicles, etc. may park there on a temporary basis, but may have to move if requested. No one may park on the actual grass/land that comprises the centers of the circles – tires must be completely on the asphalt. Circle homeowners must park their own vehicles in their own driveways – the circle is not for overflow parking. The first complaint will be a warning; a penalty of $100 per vehicle will be assessed to the owner for 2nd and subsequent violations by the HOA.
REMINDER – No Idling Your Car: CO Revised Statute 42-4-1206. Leaving a car idling unattended is called puffing, a way-to-warm-up that’s illegal here in Colorado. This statute, more commonly known as the “puffer” law, allows law enforcement officers across the state to immediately ticket individuals who have le a vehicle running unattended for over 5 min. within a 60-minute period of time.
May I decorate a few trees with holiday lighting? Will that interfere with Snowmass Village’s Dark Sky policy (and what is that, exactly)?
You are welcome to light up your trees from Nov. 15th to Jan. 31st, as long as the lights are programmed to turn off by 10 pm. TOSV has a dark sky policy to protect our rural and environmental desire to be able to see the night sky and stars in natural splendor. TOSV updated their Lighting Code on Sept 17, 2025 and Horse Ranch subdivision complies in agreement that exterior lighting (including those on foliage and trees) must be off by 10 pm, and may only be used between Nov. 15th and Jan. 31st each winter. Please put your walkway and garage-illuminating lights on timers so that they automatically go off at 10 pm.

GOVERNANCE POLICIES (CCIOA-MANDATED)
Per the State of Colorado’s CCIOA laws, each governance policy dictates how HOAs are allowed to interact with their owners. For your security and privacy, the State mandates that no one can access your phone numbers or email addresses (only your mailing address can be shared with other owners). Also posted is the policy specifying which documents you may access, and the form for requesting them.
HORSE RANCH – HOA DOCUMENTS
These 3 relate to the homeowners association itself – how it is set up, the By- Laws, the duties of each Board member. These documents are recorded with Pitkin County Clerk & Recorder, and are already public-access documents, but we are posting them here for ease of searching.
Horse Ranch – Subdivision Documents
These 6 relate to the land, the actual subdivision of Horse Ranch, with its Declarations of Covenants, Conditions & Restrictions (CC&Rs), etc. These documents are also recorded with Pitkin County Clerk & Recorder as public-access.
